Theseguys are men and women after my own heart! Unfortunately, I apparently don't have as good an eye for distinguishing fonts as some; I can't tell Arial and Helvetica apart!
That's not Frank's fault; it's your computer's! ;-)
He has a soft, parchment background on top of the green paisley-esk background. Most computers are capable of picking up both backgrounds. Very rarely, a computer that reads java/html/etc differently will not pick up on either the primary or secondary background.
I do agree that Frank tends to use a small, lay-out friendly font sometimes. Most designers use small fonts. Internet users may change the font point size by going to "view" and then "text size" on their browser's navigational toolbar.
Internet users may also erase the background of any page they view by going to "view" and then "page style" and selecting "no-style."
